Within each cartouche of the two cartouches a child wearing the side-lock of youth. This is a tiny part of their hair that has not been shaved off yet, as they have not matured. They’re holding the crook (heka) and flail (nekhakha) of Kingship. The crook is the staff of a shepherd, as the people were his flock that he protected. The flail was used to shoo away those pesky flies. It also had association with the gods Osiris (Lord of the Dead) and Min (the god of fertility).
